In 2002, the Urban Governance and Infrastructure Improvement (Sector) Project (UGIIP) introduced incentive-driven, performance-based lending that depended squarely on mayors leading a governance reform movement in their pourashavas (local government municipalities of mostly secondary towns and cities). As participating pourashavas met predefined, best-practice standards of good governance, they qualified for infrastructure funds. With this publication, the Asian Development Bank (ADB) and the Government of Bangladesh share their strategy of governance-driven urban development, with 20 years of experience in implementing UGIIP’s evolving adaptations and results to improve its efficacy
