Since the personalised Rule Books were introduced in 1996, the rail industry has changed. Jobs have become more flexible and are not easy to separate from one another. This means that some employees have to be issued with two or more personalised Rule Books. In some cases, companies have issued master Rule Books to their employees, which should not be necessary.
